Novak on Americans Moving Up

In response to “House OKs Hike in Taxes on Rich” (Part A, Oct. 17):
I have read this article carefully and perhaps I am naive but should there not be some mention concerning cuts in spending? We already know what legislators do with more tax money; they spend it! Will someone please explain to us hard-working taxpayers how raising taxes helps balance the budget?
