ABC Scales Back: ABC News is considering closing some of its domestic bureaus, according to network officials. The news division is reassessing its domestic and foreign-news operations as part of the budget review for 1991. ABC News is profitable, but, faced with the prospect of reduced ad revenues and the continuing expense of covering the Middle East, the network is weighing cutbacks in its domestic news operation. At the same time, ABC News is beefing up its presence in Berlin, the Middle East and Johannesburg, South Africa.
