OIGA GRINGO! As chancellor of the 36,000-student Rancho Santiago Community College District, which is in the citadel of Southern California’s fast growing Latino population, Robert D. Jensen has, at times, found himself at a loss for words. Spanish words. . . . “I’ve always felt inadequate because I can’t speak Spanish” said Jensen, whose district’s enrollment is 20% Latino. He departs May 24 for Cuernavaca, Mexico, for a six-week language and cultural program.
