BRATISLAVA, Czechoslovakia — Czechoslovakia, Hungary and Poland took the first steps today toward creating new working relationships to replace the Warsaw Pact and its economic trading arm, Comecon, and speed integration with the rest of Europe.
Ministers from the three states--plus those from the observer nations of Austria, Yugoslavia and Italy--formed positions on economic cooperation that took into account the diminishing military threat in Central Europe, Hungarian acting President Matyas Szuros said.
