Skinner to Allow Foreign Airline Expansion: Transportation Secretary Samuel K. Skinner said foreign airlines will be allowed to expand service to more American cities in exchange for open markets for U.S. carriers. The department invited foreign airlines to apply for the one-year, renewable authority to provide air service between their home countries and U.S. cities that don’t have such service. The new program is limited to cities where no U.S. or foreign airline provides nonstop or one-stop single-plane service from the foreign line’s home country. To be eligible, an airline must come from a country that offers U.S. airlines an open market to operate air service.
