NATION IN BRIEF : NEW YORK : Dinkins Seeks Probe of his Stock Deals

Mayor David N. Dinkins has asked that an outside counsel be appointed to investigate some of his activities as Manhattan borough president. Susan E. Shepard, whom Dinkins appointed as city commissioner of investigation, told the City Council’s Committee on Rules, Privileges and Elections that the mayor had told her to appoint an independent counsel. The Department of Investigation is examining a possible conflict of interest in Dinkins’ failure to disclose his stock holdings in the Inner City Broadcasting Co., which held a cable television franchise in the city. Dinkins has said he transferred the stock to his son.
