TAXES: As tax bills go, the one Orange County homeowners owe at midnight takes a personal, almost folksy tone: “Make check payable to Robert L. ‘Bob’ Citron.” . . . Citron has been sending out bills like this since he was first elected 18 years ago. Not to promote himself, he said, but because he accepts tax payments for 175 different agencies. . . . Still, Irvine-based political consultant Eileen Padberg wondered if Citron’s dunning notices help boost his reelection chances. . . . “It helps,” she said, “because people know his name.”
