Mortgage Rates Slip: Fixed-rate home mortgages dipped to 9.79% last week week, their lowest level in three months, according to a national survey released by the Federal Home Loan Mortgage Corp. That was down from a 9.82% rate the previous week and represented the lowest level since fixed-rate mortgages averaged 9.68% for the week ended Aug. 4. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.52% last week, down from 8.55% the week before.
