State of Emergency Declared in Lima

LIMA, Peru — The government declared a state of emergency in Lima on Tuesday for the second time in six months after an upsurge in leftist guerrilla attacks. The declaration suspends most civil liberties for 30 days.
In the latest incidents, suspected Maoist Sendero Luminoso (Shining Path) guerrillas ordered passengers off five buses in different parts of the city, then burned the vehicles, radio reports said.
