Gov. George Deukmejian appointed Maureen Higgins of Sacramento, his chief deputy legislative secretary since 1987, as director of the state Department of Housing and Community Development. A Republican, Higgins, 37, replaces Christine Diemer Reed, who resigned to return to the private sector. The $90,526-a-year job requires state Senate confirmation.
