LOCAL : Valley Man Held in Transient’s Death

A Panorama City man was arrested this morning in the shooting death of a transient during a dispute over a woman at Hansen Dam Park in Pacoima, Los Angeles police said.

The victim, Scott Cowen, 35, was shot in the chest at 10:30 p.m. Tuesday night during the argument in a parking area at the park in the northeast San Fernando Valley. Cowen was taken to Holy Cross Medical Center in Mission Hills, where he died three hours later.

Witnesses provided police with a description of the gunman’s car. Police arrested Jimmie Stephens, 36, after the car was seen parked at a Sun Valley motel early this morning. Stephens was being held without bail on suspicion of murder at the Foothill station jail.

Detective Al Ferrand said it is believed that Cowen, who apparently slept at the park, and Stephens had argued over a “mutual girlfriend” before the shooting.
