Rocket Launch Delayed

CAPE CANAVERAL, Fla. — Launching of an Air Force Delta 2 rocket carrying a military navigation satellite, grounded twice over the weekend by bad weather, was postponed again Tuesday for another 24 hours because of threatening winds and thunderstorms.
