Transportation came to a halt, businesses shut down and schools were empty as Haitians heeded a union call for a general strike to protest against the military government. Police in the capital of Port-au-Prince patrolled the streets and government buses took some workers to jobs. The government of Lt. Gen. Prosper Avril declared the strike illegal, but there was no move to repress it. The union also seeks an increase in the minimum wage.
