‘Shot in the Foot by Prop. 103’

It might have been more constructive of Zycher, instead of decrying the passage of Proposition 103, to have offered some method or machinery to overcome the god-awful gouging of the California populace by the insurance industry.
The Legislature, in its wretched incompetency, its failure year after year to do its job, leaves us taxpaying suckers no option but to try to write our own regulations.
