For months we’ve been listening to Bush blast Dukakis for being out of step with mainstream American political thought.
Now we read in The Times (Part I, Oct. 27) that President Reagan has pocket-vetoed the “Whistle-Blowing Bill”--which would have protected federal workers who expose fraud and mismanagement--after the bill passed the House and Senate unanimously.
Tell us again, Mr. Bush: Who is out of step?
