Architect Howard R. Lane of Woodland Hills has received a certificate of commendation from the Naval Facilities Engineering Command in Alexandra, Va., for his design of the Fleet Computer Programming Operations Building, a $12-million, 3-level, semi-circular structure at Point Loma, San Diego.
