With a floor vote on approving Judge Anthony M. Kennedy’s nomination to the Supreme Court set for this morning, Senate Democratic leader Robert C. Byrd of West Virginia predicted that President Reagan’s third choice for the high court seat would be approved “if not unanimously, he will be overwhelmingly supported.” An hour of debate is scheduled before voting begins in the Senate. Kennedy has scheduled a news conference in Sacramento this afternoon where his office said he will “read a prepared statement and answer a few questions from reporters.”
