The World : Soviets Deny Arms Charges

Both Soviet Premier Nikolai I. Ryzhkov and the official media rejected U.S. accusations that the Kremlin is delaying progress toward an accord to reduce nuclear weapons in Europe. Ryzhkov, speaking a day after the United States accused Moscow of stalling the Geneva arms control talks, told a news conference that his country wants agreements on limiting missiles. And a commentary published by the official news agency Tass charged that, in the face of “constructive Soviet initiatives,” the United States “invents obstacles and complications to hinder” an arms pact. The State Department on Friday accused the Soviets of playing a deliberate game of delay in order to wring out arms control concessions.
