Sri Lankan government sources said that military operations against Tamil rebels are ending and that President Junius R. Jayewardene has accepted India’s conditions for resuming mediation in the four-year-long civil war. India withdrew as a mediator two months ago, accusing the Jayewardene government of insincerity in the quest to end the conflict that has taken thousands of lives. Meanwhile, a Tamil rebel officer, Lt. Subramanium Kanagaratnan of the Liberation Tigers of Tamil Eelam, said that more than 200 of his men have committed suicide, fearing they would be tortured if captured.
