Soviet dissident Andrei D. Sakharov and his wife, Yelena Bonner, said they are facing new restrictions that further isolate them in exile in the Soviet city of Gorky, relatives in Newton, Mass., reported after a telephone call marked by interference on the line. Tatiana and Efrem Yankelevich, Bonner’s daughter and son-in-law, said Bonner told them that a change in Soviet postal procedures makes it impossible for the couple to know whether they are receiving all the mail and packages being sent them. Sakharov also has not been visited by scientific colleagues as in the past, Yankelevich said.
