U.S.-Soviet Daniloff Trade

President Reagan stated that the release of accused spy Zakharov in exchange for the release of Soviet dissidents was not unusual, and had been done before. Now it would seem that the Soviets have been granted a green light to infiltrate our nation with spies. All they need do is to hold a sufficient supply of their dissidents. Then, whenever one of their spies is caught, they can trade some dissidents for his release. Not a bad deal for the KGB.
