Gromyko Urges Conference on Indian Ocean

MOSCOW — Soviet President Andrei A. Gromyko called Wednesday for an international conference on the Indian Ocean, the official news agency Tass reported. Speaking at a reception for Madagascar President Didier Ratsiraka, who arrived Wednesday for an official visit, Gromyko reiterated Moscow’s call for a military freeze in the area.
“With a view to promoting the earliest convocation . . . of an international conference on the Indian Ocean, we are prepared to reach agreement with the United States and other big naval powers to freeze and substantially reduce any military activity in the ocean area,” he said.
