Red Tape Bars Exit of Bone-Marrow Donor

MOSCOW — Soviet authorities have promised to let a Jewish woman emigrate to donate bone marrow to her brother, but her father-in-law is refusing to sign documents that will enable her to leave, her husband said Thursday.
Physicist Viktor Fleurov said emigration officials informed him Wednesday that they were granting permission to him, his wife, Inessa Fleurova, and their two daughters to leave for Israel.
Fleurova, 37, a sociologist, has applied to emigrate to give bone marrow to her brother, Mikhail Shirman, 31, who is suffering from leukemia. But the husband said that emigration officials have said the family could not leave until his father has signed documents stating that he had no financial claims on his son, a routine procedure for people wishing to emigrate from the Soviet Union.
Fleurov said his father has refused to sign the papers because he does not want him to emigrate.
