Legislation to aid farm and energy banks gained.

The Senate Banking Committee approved emergency legislation that would give U.S. banking regulators more power to deal with failing banks. The legislation would facilitate emergency interstate acquisitions of farm and energy banks with $250 million or more in assets. It also would allow the Federal Deposit Insurance Corp. to take over and temporarily operate failed banks.
