Willy de Clercq, European Communities commissioner for external relations, proposed that both the EC and the United States suspend retaliatory trade measures taken last November in connection with their dispute over U.S. exports of citrus and walnuts and EC exports of pasta. “The Americans are complaining that the EC measures are more onerous than theirs,” an EC spokesman said, “therefore, this represents a concession on the part of the Common Market.”
