Ignoring pleas from striking members of the Communications Workers of America, the bargaining council of a smaller union said it will recommend that its rank-and-file membership accept the bulk of the final three-year contract offer by American Telephone & Telegraph Co. Little progress was reported in the nationwide strike by 155,000 members of the CWA over cost-of-living adjustments, work rules and other issues.
