A Senate committee narrowly endorsed the Navy’s $799-million program to build new ports for its expanding fleet, releasing initial funds for the first of two new bases. The 10-9 vote of the Senate Armed Services Committee eliminated a major obstacle to the program, which the Navy says is strategically necessary but critics charge is essentially a pork barrel project. The $79 million in start-up construction money is earmarked for bases in Staten Island, N.Y., and Everett, Wash.
