U.S. Raid on Libya and ‘Spiral of Violence’

The reaction of the Europeans to the Libya bombing seems to suggest that they have become inured to terrorism, and cannot understand the Americans, to whom terrorism is relatively new and intolerable.
To Americans it seems obvious that “doing nothing” does not alleviate the situation; while the Europeans seem to fear that “doing something” will make it worse.
If we and our allies wish to remain allies some common meeting ground of attitude must be found.
