Yona S. Binder was named a vice president-action project of First Interstate Bank Ltd. James M. (Jim) Noel was appointed vice president-funding of First Interstate Bancorp. Mary Salinas Duron has been named vice president-urban and community affairs of First Interstate Bank of California.
