Robert Reid, chief deputy of the California Arts Council, has been promoted to director of the council, replacing Marilyn Ryan of Redondo Beach. Ryan, a former Republican assemblywoman, resigned as director. Reid, 42, was named to the $63,255-a-year post Friday by Gov. George Deukmejian. Before joining the arts council in 1983, Reid was general manager of a sports promotion firm, Pacific Sun Productions Inc.
