The Defense Department has transmitted messages via an experimental green-light laser from a small jet to a submarine more than 100 feet below the surface. The experiment was conducted more than a year ago off the coast of San Clemente, Calif., under the code name “SLCAIR 84.” The test offers a way to attack the problem of how to communicate reliably with ballistic missile submarines without requiring them to surface.
