Two California Highway Patrol officers charged with stealing cash from motorists they had stopped pleaded innocent. Trial for Rodney Johnson and Richard B. Phillips was scheduled March 10 in Kern County Superior Court. They were charged after a Bakersfield police “sting” operation that began after a citizen complained that the officers had stolen $160 from his wallet when they stopped him for speeding. Police said the accused officers stole $200 in marked money from an undercover policeman who posed as a motorist.
