The department’s antitrust division repeated its opposition to Pan American World Airways’ proposed $715.5-million sale of its Pacific division to United Airlines, saying that, in the absence of substantial changes, the deal would harm consumers. A statement filed with the Transportation Department said Transportation Secretary Elizabeth Hanford Dole’s tentative approval of the deal was wrong.
