‘Carrot-Stick Amnesty for Cars’

This yearly ritual of registering vehicles in California should accomplish at least three things:
1--Provide proof that the vehicle is properly insured.
2--Provide proof that the vehicle is mechanically safe and sound.
3--Provide proof that the vehicle is not polluting our air any more than it should.
We should not, as a state, charge “an average of $70 per registration.” It is an exorbitant amount of money for this service.
“The freeloaders who thumb their noses at (the law)” are often just thoroughly frustrated citizens who can’t get through to DMV on the phone or who simply detest waiting in long lines to pay $70 homage to a bureaucratic behemoth!
