LIMA, Peru — Gunmen believed to be members of the Maoist group Sendero Luminoso (Shining Path) Wednesday assassinated Luis Alberto Guilar, the mayor of Yanacancha, who had been elected to Congress in the April 14 general elections, police said Thursday.
