Soviets Send Hanoi Message of Praise

MOSCOW — The Soviet Union sent a congratulatory message to Vietnam on Monday, saying that Hanoi’s victory in the Vietnam War 10 years ago marked the “failure of U.S. imperialism in Indochina.”
The message, from the Soviet Communist Party and government, promised Vietnam further support from Moscow, one of its closest allies.
Vietnam celebrates the 10th anniversary of the start of Communist rule throughout the country today.
“The liberation of the south became another glorious page in the history of the Vietnamese people,” said the Kremlin’s message, quoted by the official news agency Tass.
