Four City of Commerce officials were ordered by U.S. District Judge William J. Rea to appear April 8 for sentencing on their earlier guilty pleas to charges they granted a poker casino license in return for secret shares in the card club. Former City Councilmen Robert Eula, Arthur Loya and Ricardo Vasquez and the city’s ex-director of economic development, Phil C. Jacks, pleaded guilty to bribery-related charges and agreed to testify against the two men who received the license, Las Vegas gambling figure Frank J. Sansone and Orange County businessman W. Patrick Moriarty. Sansone was convicted Friday of mail fraud and running an illegal gambling operation at the California Commerce Club. Midway in the trial that ended with Sansone’s conviction, Moriarty pleaded guilty to mail fraud counts related to the bribery scheme.
