Hedgecock Waives Right to Hearing on Three Charges

SAN DIEGO — Mayor Roger Hedgecock has waived his right to a preliminary hearing on two felony charges of perjury and a misdemeanor conflict-of-interest charge in connection with his successful campaign for office in 1983, saying the hearing was not necessary because he knew the factual basis for the allegations.
The charges are said to be related to--but independent of--the 12 counts of perjury and one count of conspiracy that resulted in a mistrial on Feb. 13.
Hedgecock’s decision Thursday to waive the preliminary hearing added to speculation that he might be trying to work out a plea bargain, under which he would resign as mayor in return for staying out of prison and avoiding disbarment.
