Libya’s leader, Col. Moammar Kadafi, defended his country’s right to “liquidate” its opponents at home and abroad and vowed to export terrorism against nations that protect his enemies. In a speech to the Libyan Parliament, Kadafi invoked what he called Libya’s “right to take a legitimate and sacred action . . . liquidating its opponents inside and abroad in broad daylight,” the British Broadcasting Corp. reported.
