Financing arrangements of $250 million between Advanced Business Communications Inc., whose application had won FCC approval in 1983, and Hughes Aircraft Co. essentially placed control of the system with Hughes. FCC members said the financial agreements gave Hughes an unfair competitive advantage in the domestic satellite field. The arrangements between McLean, Va.-based ABC and Hughes called for Hughes to build and finance two new satellites, plus one ground-based spare, while two Hughes subsidiaries would provide marketing and other services. Hughes also had an option to buy 95.1% of ABC’s stock.
